This document was released shortly before the establishment of the Senate Select Committee. It details the proceedings and debates of the 94th Congress, which dealt with deciding whether or not to create the Church Committee.
The document includes several reasons as to why the Senate Select Committee was necessary, and the investigation into the secret service branches, such as the CIA and FBI. The aforementioned reasons include the fact that the traditional model that the Senate should not know what exactly happens with the secret service should be abandoned, and that it should have the right to know what exactly is going on within these agencies, specifically money expenditures. This document shows the grievances that culminated in the creation of the Church Committee.
